Where/How does the AOC operate during MIL OPS times?

a representative located in ADDC -> CAD (chief air defense)

What are the functions of TWR?

Responsible for the provision of ATC, FIS and ALRS to all traffic on the manoeuvring area of an aerodrome and all aircraft flying in the vicinity of that aerodrome.

What are the functions of APP?

Responsible for the provision of ATC, when and as required by airspace classification, FIS and ALRS within the limits of its area of responsibility.

What is the MAM? What's his general responsibility?

Chief Military Air Traffic Controller

- coordination with Geneva and Zurich ACC and APP (e.g. for shortcuts)
- airspace delegation to civil ATC (MIZI Agreement)
- IFR guidance if requested
- IFR coordinations and vectoring for IGS (instrument guidance system) APP Sion
- help out MAM if workload permits

What is DELTA? What are the main tasks? (7)

GENEVA or ZURICH DELTA

responsible for VFR traffic requesting to enter airspace C and additionally:

- issuance and surveillance of entry clearance for VFR pilots into airspace C (Delta)
- handling of para-flights
- handling of flights in-/outbound Samedan (LSZS: Z-/Y-flights)
- issuance of joining clearances in the ZRH resp. GVA area
- flight information and alerting service
- back-up for ADDC (radar/radio breakdown)
- managing the LFN (low flight network, used by SAF and REGA)

What is LS-P?

Prohibited area

An airspace of defined dimensions, above the land or territorial waters of a State, within which the flight of aircraft is prohibited 

Where do we find LS-Ps in Switzerland? Who can declare such areas? Where is it published?

No permanent LS-P in Switzerland

Federal Council can declare such temporary areas 

will be published by NOTAM

What is LS-R?

Restricted area

An airspace of defined dimensions, above the land areas or territorial waters of a State, within which the flight of aircraft is restricted in accordance with certain specified conditions.

Where do we find LS-Rs in Switzerland? What is the restriction in such areas?

examples: LS-R6 Axalp, LS-R4 Forel, LS-R8 Dammastock

- military VFR AND civil CFR are NOT allowed to penetrate (except HEMS)
- if MIL and/or CIV IFR traffic are involved: apply IFR-separation minima according "Weisung für die Flugsicherung 04/2002", ATMM-CH and/or blue pages

What is LS-D?

Danger area

An airspace of defined dimensions within which activities dangerous to the flight of aircraft may exist at specified times.

Where do we find LS-Ds in Switzerland? What are the restrictions?

different, published in DABS

- military traffic NOT allowed to penetrate without prior coordination (firing officer)
- civil VFR traffic is allowed to enter (extreme caution!)
- MIL and/or CIV IFR traffic -> apply IFR-separation minima according to ATMM-CH

 

Where are exercises published which can become dangerous for any user?

DABS and NOTAM (AIP and NOMIL)

What is DABS?

Daily Airspace Bulletin Switzerland

coordination service for firing activities and air traffic control
based in the Aeronautical Information Service office in Zurich
issues accurate daily charts on which all firing areas for the air force and army relevant to air traffic are recorded and marked

Name the most important points about special areas in Switzerland. (5)

- no permanent prohibited areas in Switzerland
- for MIL traffic: danger areas means PROHIBITED (if no involved in exercise)
- civil traffic can cross danger areas
- restricted areas are prohibited for both civil and military flights
- consider all danger and restricted areas as being non-RVSM airspace

How is military and civil IFR traffic separated from danger areas?

military:
below FL290 -> 2.5 NM / 500 ft
at or above FL290 -> 2.5 NM / 1'000 ft

civil:
below FL290 -> 5 NM / 1'000 ft
at or abve FL290 -> 5 NM / 2'000 ft

What is HEMS? What are the special rules?

Helicopter Emergency Medical Services

HEMS operations shall not be hindered in their mission and shall have priority over the activities inside and LS-R.

Which areas in Switzerland are NOT published in DABS or NOTAM but still have restrictions? Which restrictions?

Swiss National Park:
MIN altitude for fixed wing aircraft and helicopters = 1'500 ft AGL

Nuclear Power Plants:
circumnavigate by at least 1NM / 2km OR vertical:
MIN altitude for jets: 7'000 ft AGL
MIN altitude for helicopters, UAV and prop acft: 2'500 ft AGL

What are the three air to ground shooting areas of Switzerland? When/how are they activated and published?

1. Axalp (Region Meiringen) - LS-R6
2. Forel (Region Payerne) - LS-R4
3. Wasserfallen (Region Emmen)

will be published and activated as Restricted Areas (not permanently active)

What is "Cloud Flight Procedure"?

- replacing "cloud flying zones"
- a cloud flight procedure is defined as an IFR-flight
 

What do Cloud flying pilots require?

- ATC Clearance (Delta, FIC, ACC Sector)
- Two way radio comunication with ATC
- operating Mode S transponder

Cloud Flight Procedure shall not be apporved by ATC in ... ?

- CTR/TMA
- airspace class G
- LS-R for gliders

What is "TSA for gliders"? (4)

LS-T

- replacing "glider areas"
- permanently in force
- exclusively for use by gliders, self-sustaining gliders, selflaunching gliders and tow-trains
- activations prescribed in local procedures between skyguide and local glider communities and published in AIP
 

What is "LS-R for Gliders"? (5)

LS-R

- replacing "glider zones"
- airspace class E
- gliders are allowed to operate closer to clouds (50 m vertical, 100 m horizontal) than standard VMC
- VFR traffic may operate with standard E rules
- generally permanently in force

What's important for military traffic in the differenz glider zones?

- IFR flights in all those 3 areas are prohibited

- MIL VFR flights are prohibited within TSA for Gliders (LS-T)

What is the MIZI-agreement? How is it called today?

"Militär - Zivil"

LoA SAF-Skyguide = agreement between the airforce and skyguide

What are the goals of the LoA SAF-Skyguide? (3)

- safe control of civil and military traffic
- minimize restrictions on either side
- strive for mutual and optimal running of the airspace

LoA SAF-Skyguide: Can the ADDC penetrate airspace with civil priority without having to coordinate?

LoA SAF-Skyguide: What's the military airspace delegation for civil OPS?

If a training area remains clear of military traffic for 30 minutes or more, the ADDC will delegate this airspace for civil use.

training areas: Center, West, East, Jura, Säntis, Préalpes, Oberland

LoA SAF-Skyguide: Can the ADDC take back delegated airspace?

Yes, ADDC has to expect the area to be clear of any civil traffic after 15 minutes of the call

LoA SAF-Skyguide: What if a pilot has to leave civil ATS routes system due to adverse weather? (3)

- ACC ATCO has to inform ADDC if the new routing will penetrate active military airspace
- ADDC ATCO is NOT allowed to refuse such action
- if safety of traffic inside TRA can not be maintained, exercise will be terminated (CAD decided what to do next)
