What are the objectives of the ATS?
1. Prevent collisions between aircrafts.
2. Prevent collisions between aircrafts on the manoeuvring area and obstructions on that area.
3. Expedite and maintain an orderly flow of traffic.
4. Provide advice and information useful for the safe and efficient conduct of flights.
5. Notify appropriate organisations regarding aircraft in need of Search And Rescue aid and assist such organisations as required.
Complete the sentence:
Aerodrome Controllers shall issue ...... and ...... to aircraft under their control to achieve a ......, ....... and ...... flow of air traffic on and in the vicinity of an aerodrome with the objective of ...... ...... between (...)
"information" and "clearances"
"safe", "orderly" and "expeditious"
"preventing collisions"
Functions of Aerodrome Controllers:
(...) with the objective of preventing collisions between: ?
1. Aircraft flying in the aerodrome traffic circuits around an aerodrome
2. Aircraft operating on the manoeuvring area
3. Aircraft landing or taking off
4. Aircraft and vehicles operating on the manoeuvring area
5. Aircraft on the manoeuvring area and obstructions on that area
What's the difference between Aerodrome Control Service unit and Approach Control Service unit regarding the airspace?
Approach owns airspace.
Aerodrome Control is the airspace operator (does NOT own airspace).
When is control of arriving aircrafts transferred between APP and TWR?
- Aircraft is in the vicinity of the aerodrome and
1. it is considered that approach and landing will be completed in visual reference to the ground, OR
2. has reached uninterrupted VMC.
OR
- Aircraft is at a prescribed point or level.
OR
- Aircraft has landed.
When is control of departing aircrafts transferred between TWR and APP?
- When VMC prevails in the vicinity of the aerodrome
1. Prior to the time the aircraft leaves the vicinity of the aerodrome, OR
2. Prior to the aircraft entering IMC, OR
3. When the aircraft is at a prescribed point or level
- When IMC prevails at the aerodrome
1. Immediately after the aircraft is airborne, OR
2. When the aircraft is at a prescribed point or level
Coordination may be effected by one of the following methods:
- direct negotiation and agreement for individual flights
- standing agreement made in accordance with local instructions
- use of permanent procedures agreed between national aviation authorities
- electronically
Under what conditions may APP authorise TWR to release aircraft for take-off at the discretion of ADC?
Standard clearances without prio coordination.
Prio coordination required only in the event of variations to standard clearances.
Keep APP informed of departure sequence and RWY to be used.
Assigned SID must be displayed to ADC, APP and ACC sector.
Who needs ADC to inform in case of a runway change?
- approach control
- aircraft under its control
- aerodrome fire service
- contractors working on the aerodrome who will be affected by the change
- other agencies according to local instructions
What needs to be coordinated with APP in case of runway change?
- last arrival on present runway
- last departure from present runway
- first arrival on new runway (first departure on new runway)
Request new IFR departure clearance (SID)
Advice APP of new IFR sequence
What's the general priority of aircrafts at aerodrome?
Give priority to an aircraft landing or in the final stages of an approach to land over an aircraft ready to depart.
What's the standard priority for departing aircrafts? When can you deviate from that?
in the order aircrafts are ready for departure
You may deviate from this order so as to facilitate the maximum number of departures with the least average delay.
What has to be taken into account regarding priorities?
- ATFM slots
- departure routes, runway requirements, noise abatement
- aircraft performance
- wake turbulence separation
Who is responsible for separation of aircraft and aircraft and vehicles on the manoevring area?
Responsibility of flight crew to maintain sufficient distance from other aircraft taxiing on same taxiway.
Responsibility of ground vehicles to maintain sufficient distance from aircraft and other vehicles on same taxiway.
Issue traffic information when visibility is such that the presence of another aircraft may not be apparent to the pilot.
Inform taxiing aircraft of the presence, position and intentions of known vehicles in their close vicinity.
What are the conditions for a conditional lineup clearance? (6)
- conditional clearance to only one acft at the time
- subject of condition next movement passing in front of acft
- daylight only
- solely to acft
- acfts concerned continuously visible to controller AND pilot
- each conditional clearance relate to one subject only
What are the conditions for a multiple lineup clearance? (8)
- intersections must be visible to controller
- minimum visibility prescribed in local procedures
- local considerations shall be defined (airport layout, equipment etc.)
- aircraft involved on SAME frequency
- flight crew shall be advised of position of any essential traffic on same runway
- runway slope shall not render visibility
- apply wake turbulence separation
- pilot's readback shall contain: runway designator, name of intersection, number in departure sequence
When can separation minimas in the vicinity of an aerodrome be reduced?
- adequate separation can be provided by ADC when each acft continuously visible to him, OR
- each aircraft continuously visible to the flight crews of other aircraft and crews report that they can maintain own separation, OR
- in case of acft following another, flight crew of succeeding acft report other aircraft in sight and separation can be maintained
Essential traffic information – define "essential traffic"?
Controlled traffic, to which the provision of separation by ATC is applicable, but which, in relation to a particular controlled flight, is not or will not be separated therefrom by the appropriate minima.
Any aircraft from which a controlled flight should be separated but which is or will be closer to that aircraft than the prescribed minima.
What shall essential traffic information include?
- callsign
- TRAFFIC / ADDITIONAL TRAFFIC
- relative position of conflicting traffic (12-hour clock system and distance in NM)
- direction of flight
- type of aircraft
- relative position above/below in ft or level of conflicting traffic
What shall essential local traffic information contain?
- callsign
- TRAFFIC / ADDITIONAL TRAFFIC
- description of traffic (type, colour etc.)
- position and direction of movement
What is Essential Aerodrome Information and when should it be passed?
Information regarding the manoeuvring area and its associated facilities which is necessary to ensure the safe operation of aircraft.
Should be passed to aircraft whenever possible prior to start-up or taxi and prior to commencement of final approach.
What could be essential aerodrome information?
- construction or maintenance work on manouevring area
- rough or broken surfaces of RWY/TWY
- snow or ice, snow bands or drifts on/adjacent RWY/TWY
- information about sweeping/sanding of RWY/TWY
- water on runway
- temporary hazards; parked acft, ground running of engines, birds etc.
- failure or irregular operation of part or all aerodrome lighting system
- information on location and operational status of any arrester gear installation
- any other pertinent information
