What should you inform pilot about when he reports short on fuel?

of any anticipated delays or that no delays are expected

When informed that an aircraft is experiencing a fuel emergency the ATM operator shall...?

- limit manoeuvring instructions to minimum
- supply pilot with any requested assistance and information
- inform all ATS units in whose areas aircraft will enter subsequently

What needs to be done additionally if an IFR flight is in a state of fuel shortage requiring the declaration of an emergency by the flight crew in Switzerland?

supervisor shall notify Swiss air rescue centre REGA by telephone (1414)

What words are often used in a fuel emergency?

"Mayday fuel"

What shall clearances for departing traffic specify when necessary for separation?

- direction of take-off and turn
- track to be made good before taking up cleared departure track
- level to maintain before continuing climb to assigned level
- point and/or rate at which a level change shall be made
- any other necessary manoeuvres consistent with safe operation of aircraft

What must the APP unit at all times be updated about?

- departure sequence
- runway to be used

When should you issue the take-off clearance?

When aircraft is ready for departure and at or approaching the runway-in-use and the traffic situation permits.

What should you do before issuing a take-off clearance?

scan the runway and departure flight path for obstructions or traffic

In which case can you issue a clearance for immediate take-off? What's important for the pilot to do in this case?

Before aircraft enters the runway in the interest of expediting traffic.

If pilot accepts, aircraft is required to taxi onto the runway and take-off in one continuous movement.

What should you advice the aircraft of before delivering take-off clearance?

- surface wind and speed and significant changes thereof, RVR values
- significant meteorological conditions in the take-off and climb-out area.

What do you say if an aircraft instructed to hold on the runway begins take-off roll?

"C/S hold position, I say again, hold position."

What's the controllers responsibility regarding operational minima for IFR flights?

Only responsible for providing pilots with the current or last measured visibility/ceiling/RVR values.

Flight crew is responsible to comply with the prescribed operational minima!

Controller may issue landing or take-off clearance regardless of visibility and/or ceiling conditions.

Which information do you have to transmit (without delay) during final approach of an aircraft?

- sudden occurence of hazards (e.g. unauthorized traffic on final approach or on runway)
- significant variations in the current surface wind (expressed in terms of minimum and maximum values)
- significant changes in the runway surface condition
- changes in the operational status of required visual and non-visual aids
- changes in observed RVR value(s), or changes in the visibility representative of the direction of approach and landing

What are the conditions for a multiple line-up on the same runway?

- not available from intersection not visible to controller
- min. vis prescribed in local procedures
- local considerations shall be defined (airport layout, equipment, met phenomenas)
- aircraft involved shall be handled on same frequency
- flight crew shall be advised of position of any essential traffic on runway!
- runway slope shall not render preceding aircraft invisible to succeeding aircraft
- RB of pilot required, containing: RWY designator, name of intersection, number in departure sequence
- wake turbulence separation shall be applied

In case of a multiple line-up, what must pilot readback?

- RWY designator
- name of intersection
- number in departure sequence

What could be the phraseology for a multiple line-up?

- "H-AB, line up runway 32, intersection A1, and wait."
...
- "SWR123, line up runway 32, number two for departure, behind a cessna at intersection A1, and wait."

What is a conditional clearance? What are they considered to be for a tower controller?

Clearance issued which does not become effective until a specified condition has been satisfied.

Considered to be a runway capacity enhancing procedure. Handle with additional awareness!

What are the rules for conditional clearances?

- only one acft at the time
- subject of condition shall be NEXT movement (that will pass in front of acft receiving conditional clearance)
- during daylight only
- solely to aircraft (not vehicles)
- acft concerned must be continuously visible to controller and pilot
- each conditional clearance shall relate to one subject only

Make an example of a conditional clearance?

"SWR 123, behind the landing airbus 340 on short final, line-up runway 32 and wait behind."

 

Where is a conditional clearance not applicable?

On runway which have stop bars activated.

What are content and order of a conditional clearance?

1. Identification
2. Condition – "behind"
3. Description and position of subject of condition
4. Clearance
5. Brief reiteration of condition – "behind"
6. Correct readback acknowledge with "correct"

What do you have to do after a pilot reads back a conditional clearance?

Acknowledge. "SWR 123, correct."

What do you have to pay attention to when delivering a conditional clearance?

- aircraft livery (colour, marking, logo) may not match operators name used  in RT callsign (EURO 08 plane)
- limited field view from cockpit for high wind aircraft when on ground (cessna taxi by in front of A380)
- limited field view from cockpit, when other aircraft crossing from 3 to 9 o'clock (in the back)
- similarity of aircraft family types (boeing, airbus etc.)
