Bomb threat

The manner in which an IED incident starts. This is usually received by telephone, but also covers an alarm raised by the discovery of a device

Bomb alert

Issued once a bomb threat has been investigated or assessed, and discredited, as no device was found, and any precautionary measures have been relaxed and normal activity resumed

False alarm

Occurs when a suspect IED was discovered and EOD resources tasked. Investigation of the item by EOD experts revealed the item to be innocent, i.e. left without evil intent and containing no explosive device or substance

EOD: Explosive Ordnance Disposal (Kampfmittelbeseitigung)

Hoax

Occurs when a suspect IED was discovered and EOD resources tasked. Investigation of the item by EOD experts revealed it to be constructed to resemble a viable IED but containing no explosive or dangerous substance.

Suspect explosive device

Procedure on ground

  1. Confirm
  2. Clear
  3. Cordon
  4. Control

Suspect explosive device

Confirm

  • Confirm item is a suspect IED
  • Exact location
  • Mark it location
  • If any doubt, view it as suspicious
  • Don't touch

Suspect explosive device

Clear

  • Follow the company evacuation procedures
  • Move anybody away from IED --> Gebäude evakuieren
  • Ensure no-one goes past the device during the evacuation procedure

Suspect explosive device

Cordon (Absperrung)

  • Cordon depending on the size of the device
  • Cordon exists to prevent anyone from approaching the item
  • Only one entry point into the area
  • Must be strictly controlled until Police arrives

Suspect explosive device

Control

  • Member(s) who discovered the device should be available for Police

Resonse to bomb threats against aircraft

  • Aircraft to remote location such as isolated parking position
  • Isolate and rescreen PAX with hand baggage and hold them in separate area until
    • crew members, hold baggage, cargo, catering supplies has been screened, searched and declared as safe
  • unload hold baggage and PAX to identify their baggage --> screen and search before load again
  • unload cargo, screen and load again
  • unload and check the integrity (Vollständigkeit) of catering supplies
  • search the aircraft explosive device

Resonse to bomb threats against aircraft

In flight

  • Aircraft emergency should be declared (military / civil field)
  • If no intermediate landing possible --> contact EOD for advice
  • Discreet inquiries if passenger has EOD expertise
  • Suspect object not to be moved, touched or opened
  • PAX move as far as possible away
  • Portable oxygen, bottles of alcohol removed from vicinity
