Crisis

Definitionen

A crisis situation is the result of a major internal or external event which impacts upon the Organisation in the context of public safety, staff safety, service continuity, or Organisation reputation and related public confidence.

In some cases, a crisis may be defined as an event that is not directly related to the Organisation but that is linked to its activities and that has substantial public interest e.g. failure of an external supplier.

Crisis Management

Definitions

Crisis management helps organisations to identify potential, impending or actual crises and to respond to them in a coordinated and successful manner.

Effective crisis management plans should ensure that a measured response is provided to staff, the stakeholders and to media

  • keine Routine (Situativ reagieren)
  • Interesse ist grösser (Fokus intern, extern auf Management)

Krisen-Typen

  • Überlebenskrise
    • Liquiditätsprobleme
  • Steuerungskrise
    • Unternehmensmanagement
  • Veränderungskrise
    • Prozessveränderungen

    • Entscheiden
  3. "Back to normal" --> Post Emergency
    • "Aufräumen"
    • Nacharbeitn
    • Lernen
  4. "Normal Operation"

Typische Stadien einer Krisenspirale

Notfallmanagement vs. Krisenmanagement

Notfallmanagement:

  • Handlungsfähigkeit des Systems wiederherstellen.
  • "Was ist zu tun?"
  • Hohe Unsicherheit
  • Akute Bedrohung
  • erfordert schnelles Handeln

Krisenmanagement:

  • Entscheidungsfähigkeit des Systems wiederherstellen.
  • "Wie soll es weitergehen?"
  • Unentschiedenheit
  • Ungewisse Zukunft
  • Erfordert Entscheide

Ambivalenz von Krisensituationen

  • Krise (Gefahr und Chance) bleibt offen, ob die Krise eine positive oder negative Wendung nimmt.
